Bilingual HR Payroll Specialist

Location: Richmond, CA (Onsite)


Compensation: $100,000-115,000K

Job Overview


We are seeking an experienced Bilingual HR Payroll Specialist to oversee payroll processing and HR functions in a fast-paced, multi-state environment. The ideal candidate will have strong expertise in Paycom or similar HRIS platforms and a deep understanding of California labor laws, tax regulations, and benefits administration. This role requires fluency in English and Spanish and a commitment to accuracy, compliance, and employee support.


Key Responsibilities


Payroll Processing & Compliance



  • Accurately process bi-weekly payroll for both exempt and non-exempt employees across multiple states using Paycom or similar systems.


  • Manage payroll-related tasks, including overtime calculations, wage garnishments, bonuses, manual payments, tax filings, and rate adjustments.


  • Conduct timecard audits to ensure compliance with company policies and labor laws.


  • Stay current on California labor laws, tax regulations, and payroll compliance standards.


Benefits Administration & Employee Support



  • Oversee benefits enrollment, address employee inquiries, and assist with claims or escalations.


  • Administer pay structures, employee benefits programs, and 401(k) plans, ensuring adherence to company policies and legal requirements.


  • Manage and track leaves of absence, ensuring proper documentation and compliance.


  • Provide employees with guidance on HR policies, procedures, and workplace best practices.


  • Foster a positive workplace culture by addressing employee concerns and supporting their well-being.


HRIS & Process Improvement



  • Maintain accurate employee records and complete personnel transactions in HR systems.


  • Update and manage HRIS platforms for reporting, analysis, and compliance tracking.


  • Analyze internal HR data and compare it with market trends to identify opportunities for payroll and benefits process improvements.


  • Proactively recommend and implement enhancements to payroll operations to drive efficiency and accuracy.


Key Qualifications



  • 5+ years of experience in human resources, payroll processing, and benefits administration.


  • Bachelor’s degree in Human Resources, Business Administration, Finance, or a related field.


  • HR certifications (SHRM-CP, CPP) are a plus.


  • Fluency in English and Spanish (both verbal and written).


  • Strong proficiency in Paycom or other HRIS platforms.


  • Experience with Fidelity 401(k) or similar systems is preferred.


  • In-depth knowledge of multi-state payroll regulations, tax laws, and labor compliance.


  • Strong analytical, problem-solving, and organizational skills.


  • High attention to detail, confidentiality, and accuracy when handling sensitive information.


  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).


  • Ability to build relationships and collaborate with employees across all levels of the organization.

Pay Details: $100,000.00 to $115,000.00 per year Search managed by: Brandie Bowen
